MANILA, Philippines Reminder for those who wish to have their stem cell therapy practice and products accredited: You have until August 31 to register, the Department of Health said Tuesday.
Citing Administrative Order 2013-0012 issued March 18 this year, Health Secretary Enrique Ona said that while the Department of Health (DOH) supports scientific advancement in the field of cellular medicine, its priority is to protect the public from harm rather than give a blanket endorsement of its use or potential benefits.
Those who need to seek accreditation include: health care facilities doing stem cell therapy (with the DOH) as well as companies that import, market, and produce stem cell products (with the Food and Drug Administration, which is under DOH).
Ona said the DOH seeks to regulate stem cell therapy both as a recognized treatment modality and for research purposes.
"This is to allay fears that unscrupulous individuals or groups will engage in unethical practices and subject naive patients to undue harm and unproven medical claims," he added.
Among the DOH guidelines are:
Ona conceded that there are only a limited number of medical conditions in which stem cell therapy may be indicated.
Others are claims that should be taken with a grain of salt, he said.

In 1992, 1993, and 1994 he received a post-doctoral fellowship from the Equine Research Laboratory at the University of California, which allowed him to set up with the late, world renowned, Professor Liggins at the University of Auckland, New Zealand.

MANILA, Philippines - Rep Paulino Salvador "Doy" Leachon of Oriental Mindoro's 1st district filed on Thusday, August 15, a house resolution calling for a congressional inquiry in aid of legislation on the conduct of stem cell therapy in the country.
House Resolution 215 was filed a day after Leachon's scheduled privilege speech, calling for the resignation of Health Secretary Enrique Ona over the cabinet official's stand on stem cell therapy.

The 40-year-old lawmaker also urged concerned government agencies to step up their regulatory oversight. These agencies include the Department of Health (DOH), the Food and Drug Administration (FDA), and the Professional Regulation Commission (PRC).
First attempt to regulate
Government regulation of stem cell treatment is still in its infancy stage, with the guidelines for accreditation of facilities released only in March.
It is DOH's first attempt at regulating the practice, despite the therapy having been administered by Filipino physicians for years now.
The types of stem cell treatment that are allowed, prohibited, and restricted (i.e. allowed but with limitations) in the facilities to be accredited by August 31 are listed in the released guidelines.

Two organizations of Filipino medical practitioners - the Philippine Medical Association (PMA) and the Philippine Society for Stem Cell Medicine (PSSCM) - are partnering to come up with ideas to help professionalize and organize the practice of stem cell therapy in the Philippines during their 1st Midyear Convention at the Historic Landmark Manila Hotel on August 12-13, 2013.
With the theme ''Current Status of the Practice of Stem Cell Therapy in the Philippines,'' the convention is expected to take up various issues surrounding stem cell therapy, which, despite the controversies, is increasingly becoming popular for treatment of certain illnesses. Among the scheduled topics for discussion in the convention are Food and Drug Administration Circular on Stem Cell Products, DOH Stem Cell Guidelines, Current Trends on Stem Cell Therapy, Clinical Use of Autologous, Adipose Derived Stem Cells, Photo-Activated Platelet-Rich Plasma for Orthopedic and Rehabilitation Applications, Umbilical Cord Blood and Cord Tissue for Stem Cell Therapy, Stem Cell Therapy in the Philippines other than for Cancer Rejuvenation, and Quality Control in Cell Transplantation.
Administrative Order 2013-0012 issued by the Department of Health (DOH) rules on the practice of stem cell, cell-based therapy, and accreditation of health facilities engaging in the treatment in the Philippines. The Professional Regulation Commission Board of Medicine (PRCBOM) requires foreign doctors wishing to practice stem cell therapy in the country to get a special temporary permit, citing their education, training, and clinical experience.
The PMA, the country's premier medical organization, has 70,000 members in 118 component medical societies, eight specialty divisions, 73 specialty and subspecialty societies, and 39 affiliate societies all over the archipelago, who advocate professional advancement and promote public health. The newly founded PSSCM is composed of physicians doing stem cell therapy and transplant. It is working closely with DOH, PRCBOM, and PMA to regulate the practice of Stem Cell therapy and protect patients.

MANILA, Philippines - Amid a flurry of reports about unregulated procedures that have led to serious injury or even deaths, the Professional Regulation Commission (PRC) is now requiring foreign doctors wishing to practice stem cell therapy in the Philippines to obtain a special temporary permit (STP).
In a position statement, the Professional Regulatory Board of Medicine (PRBOM) said foreign doctors must submit proof of education, training and clinical experience and actual practice in the field of stem cell therapy, plus a current license to practice authenticated by the Philippine Embassy/Consulate in the country of origin when they apply for the special permits.
The board warned: Any foreign physician who practices the professionwithout a STP will be criminally liable for illegal practice of medicine.And, it added, those who have aided and abetted the foreign physicianspractice of the profession are also criminally liable.
The position paper was signed by PRBOM chairman Dr. Edgardo Fernando and members doctors Miguel Noche Jr., Florentino Doble, Restituto de Ocampo, Jose Cueto Jr., and Mildred Pareja.
Controversy hounds new group
The position statement on stem cell therapy was issued amid a growing rift among doctors over recent controversial cases, including several lawmakers who had procedures done, but whose conditions worsened.
One newly-founded group of doctors doing stem-cell transplant, the Philippine Society of Stem Cell Medicine (PSSCM), has been pitted by the controversy against the Philippine College of Physicians, Philippine Society of General Internal Medicine (PSGIM), Philippine Society of Hematology and Blood Transfusion (PSHBT) andPhilippine College of Chest Physicians (PCCP). The latter groups all believe thatPSSCM's practices are unethical as it charges huge fees from patients for stem cell procedures that are still under clinical trial.
The PRBOM has backed the Department of Health in issuing Administrative Order 2013-0012 providing the guidelines for stem cell, cell-based therapy in the country. "The practice of stem cell therapy does not constitute standard care at the present time. The claim that it offers cure to numerous diseases and conditions has not been proven through scientific research and documentation, the PRBOM said. Right now, it said, "there is difficulty verifying claims of practitioners and institutions regarding the effectivity ofavailable treatment modalities.

De Leon: Medical Tourism and the Future of Stem Cell Therapy (Part 2)

LAST week, we discussed the potential of medical tourism in the country which will also provide opportunities for destinations like Baguio once tapped, and subject to competitive and international standards and government/ regulatory requirements.
So much has been written and reported about Stem Cell Therapy including its extraordinary promises that research holds for the treatment of a wide range of diseases and conditions.
This week, lets delve deeper.
What is Stem Cell Therapy?
Cell Therapy has been interchangeably called many names such as cellular therapy, fresh cell therapy, live cell therapy, glandular therapy, or xenograph or xenotransplant therapy.
The International Society for Stem Cell Research (ISSCR) describes stem cell therapy as a treatment that uses stem cells, or cells that come from stem cells, to replace or to repair a patients cells or tissues that are damaged. The stem cells might be put into the blood, or transplanted into the damaged tissue directly, or even recruited from the patients own tissues for self-repair.
Stem Cells have been differentiated based on where in the body or what stage in development they come from. ISCCR has enumerated them as follows (source:www.isscr.org):
1. Adult Stem Cells or Tissue-specific Stem Cells. Many adult tissues contain stem cells that can replace cells that die or restore tissue after injury. Skin, muscle, intestine and bone marrow, for example, each contain their own stem cells. In the bone marrow, billions of new blood cells are made every day from blood-forming stem cells. Adult stem cells are tissue-specific, meaning they are found in a given tissue in our bodies and generate the mature cell types within that particular tissue or organ. It is not clear whether all organs, such as the heart, contain stem cells. The term adult stem cells is often used very broadly and may include fetal and cord blood stem cells.
Another type of adult stem cell is the mesenchymal stem cell. These are found in a number of tissues, including bone marrow, and may be able to produce bone, cartilage and fat. It is also possible that these or similar cells may aid in the regeneration of tissues. Extensive animal studies are currently ongoing to determine if these cells may be used for treatment of diseases such as arthritis and non-healing bone fractures. It is also possible that these or similar cells modulate the immune system in response to injury.
2. Fetal Stem Cells. Fetal stem cells are taken from the fetus. The developing baby is referred to as a fetus from approximately 10 weeks of gestation. Most tissues in a fetus contain stem cells that drive the rapid growth and development of the organs. Like adult stem cells, fetal stem cells are generally tissue-specific, and generate the mature cell types within the particular tissue or organ in which they are found.

Its the new medical buzzword in the Philippines. Stem cell therapy is a procedure which uses repair cells found in the body to replace old cells. Dr Florencio Lucero started doing the procedure 6 years ago.
DR FLORENCIO LUCERO, STEM CELL TRANSPLANT SURGEON: Stem cells can help degenerative diseases. Some people who have serious illnesses, and they cannot find any solution to their condition, they seek this kind of treatment, because it can improve their condition. But not a cure. It cannot cure.
Stroke survivor Pilar Vasquez says she felt energized after undergoing the treatment.
PILAR VASQUEZ, STEM CELL TRANSPLANT PATIENT: Stem cell is very good. I did not feel pain or what. Everything is very good. Before, I dont talk. Now, I always talk. Thats a very good difference, because now they say, Ay si Mommy, ang galing galing niyan, parating nagsasalita!
But stem cell therapy became controversial after 3 government officials allegedly died from the treatment, while another official filed charges against his German doctor for his botched treatment last year. Food and Drug Administration director Dr. Kenneth Hartigan Go says right now, stem cell therapy is allowed but under investigation.
DR KENNETH HARTIGAN-GO, DIRECTOR, FOOD AND DRUG ADMINISTRATION: We are keeping an objective mind and saying, okay, if this is investigational, go ahead. And then we have to see outcome, say, within a period of a time whether the product actually works or not.
The Department of Health cautions the public from engaging in prohibited forms of the treatment -- those that are performed outside accredited facilities and those that source stem cells from human embryos. Health Secretary Enrique Ona says he does not want to stifle the innovation but there must be regulation.
