MANILA, Philippines (UPDATED) Rappler talked to Department of Health (DOH) Secretary Enrique Ona and Food and Drug Administration (FDA) Director Kenneth Hartigan-Go to clarify the governments stance on stem cell therapy.

Stem cell therapy or regenerative medicine is a medical intervention that uses the bodys repair cells to substitute old cells. It is done for medical and aesthetic purposes that are still being investigated, according to the health secretary.

Asked why the treatment was allowed in the market despite no definitive curative and preventive benefits, FDA's Hartigan-Go said authorities never allowed the treatment to begin with.

Its just there. Now, the DOH under Secretary Ona's leadership took action," he said.

On March 18, the DOH issued the rules and regulations for the accreditation of health facilities engaging in human stem cell and cell-based or cellular therapies in the Philippines.

The FDA has also released a circular on Monday, Jully 8, regarding the guidelines on registering stem cell-based products. The circular covers all products with a "claim, label, or poster" that says stem cells.

6 things you need to know about stem cell therapy

Manila, Philippines -- Philippine Medical Association (PMA) President Dr. Leo Olarte said yesterday Filipinos need not go abroad or seek foreign consultation if they want to undergo stem cell therapy to cure an ailment.

Olarte warned of the risks and complications involved in stem cell therapy when improperly administered, citing the case of a government official who complained of feeling weak after the procedure was performed on him by a group of foreign medical team inside a posh hotel in Mandaluyong City.

The PMA chief said there are local experts who are capable of performing safe and reliable stem cell treatments in the country using the patient's own stem cells.

The other day, a lawyer for Dangerous Drugs Board (DDB) Chairman Antonio Villar faced the media and revealed that her client is filing charges against the foreign medical team who performed the procedure on him.

Lawyer Claire Pagayanan said the lead doctor who performed the stem cell therapy was from Germany while the other two doctors and nurses who assisted him were from Thailand.

Villar reportedly paid 15,000 euros or approximately P1.2 million for the procedure.

"Doctors who perform this therapy should be licensed by the Philippine Food and Drugs Administration. Before foreign doctors could perform here, they should apply for a license from the Professional Regulation Commission," he said. Those who fail to do so will be in "clear illegal practice of medicine in violation of the Medical Act of 1959," Olarte added.

For his part, PMA spokesperson Dr. Mike Aragon lamented how colonial mentality has affected the decision-making process of some Filipinos. "Maybe they are not well-informed about stem cell therapy, or it is the colonial mentality. Many of us think that if it is foreign, it is something good," Aragon said.

In the country, the only Department of Health (DoH)-approved stem cells that can be used for treatment are the patient's own stem cells harvested from his or her blood, bone marrow and fat.

Over the last few days, Fresh Stem Cell Therapy (FCT) got into the headlines due to some controversy involving alleged deaths and complaints mentioning prominent names blaming stem cell treatment for their alleged negative effects.Naturally, just like any controversy, the stories unduly put under cloud this innovative and pioneering science of regenerative medicine that is reputed to treat illnesses, bring well being and rejuvenation.

MY FRIENDS The current news reports caught public attention and went viral. Many friends who were following Beths FCT experience and who were planning to also undergo FCT were calling. They were bothered by the reports. I was myself personally disturbed because all of them who were mentioned as having experienced negative results, I knew in person. Congressman ERICO AUMENTADO of Bohol and Camiguin Congressman LOLOY ROMUALDO both were my close friends and whom I worked with when I was with the government. And the controversy all the more struck me because I and my wife Beth saw and experienced for ourselves the positive NOT NEGATIVE results of FCT seven months after treatment at VILLA MEDICA in Germany.

Let me trace back. I knew Congressman Erico well even when he was still Bohol Governor. His successful efforts in clearing his province of armed insurgency gained national attention. When I was Malacanang Presidential Peace Adviser, I used the Bohol experience as example of a success story. So, when initial reports surfaced about FCT having caused his death, I sat up and took special attention. Later, his son came out publicly DENYING the story saying his father died of pneumonia and NOT due to FCT. He said his fathers lungs were already in serious condition but after getting a first infusion of FCT, his condition suddenly and dramatically improved and he was hitting the election campaign trail like superman. In fact they were preparing to again return to Germany for another infusion encouraged by its initial favorable results when death intervened and overtook events.

The other prominent name mentioned with FCT was former Congressman Loloy. We were together as colleagues in Congress. The Romualdo family had dominated politically the Camiguin island province for a long time up to the present. The circumstances of his undergoing stem cell treatment , however, are not yet clear. My cursory check results showed that he did NOT get FCT from Villa Medica in Germany. This will have to be further validated though.

The other prominent name was former Customs official (and now with Dangerous Drugs Board) ANTONIO BEBOT VILLAR. We were together in the Arroyo administration. He said he and his wife had FCT in a 5-star hotel in Metro Manila, by German and Thai doctors but NOT in Germany. His condition allegedly worsened after the treatment. MY OWN STORY I will not venture to further deal on those incidents simply because they are now subject of further close look by the authorities. And I am not privy with the true facts surrounding their cases. But I will deal on some information that are of my own personal knowledge and the personal experience I and my wife BETH can competently attest to.

As I have written previously, I and my wife Beth traveled all the way to EDENKOBEN, GERMANY last November, 2012 some seven (7) months ago for FCT in the VILLA MEDICA (VM) clinic facilities as an alternative remedy to her deteriorating kidney condition. We were NOT assured that there would be positive results by VM representatives but we took the chance after I made extensive research and consultations with doctors and experts. We even traveled to Bangkok, Thailand to make further inquiries. We were encouraged by reports of well-being and regenerative effects on vital organs. And we took efforts to talk to those who themselves underwent the procedure. We gathered that VILLA MEDICA and its FCT, using fresh stem cell from the fetus of clinically controlled and raised sheep had been recognized, authorized, licensed and closely monitored by stringent standards imposed by GERMAN HEALTH AUTHORITIES of the German government. VILLA MEDICA, founded in 1963 had also a long track record of about 50 YEARS. Fresh cell therapy was pioneered by Dr PAUL NIEHANS in 1931. Another doctor in 1980, GUNTER BIOBEL scientifically dissected the technology and was awarded in 1999 the Nobel Prize in Physiology or Medicine.

After some soul-searching and weighing our options, we decided and took the trouble of traveling to Germany at some cost even when we were told that there were stem cell treatments also being done in the Philippines, at more considerable costs, although still in their infancy stage. We had no way of verifying the reliability of local Philippine FCT providers due to their fairly recent track record. When I checked with St. Lukes Hospital Regenerative division at Global City, the division chief told me they were into this procedure: harvesting human stem cells from the patients themselves, usually from the bone marrow, churn them for 2 weeks in the laboratory using German-made machines and injecting them back to the patient over a 12 month period. However she declined to cite or give an example of a success story simply because they had been into the procedure fairly recently. Also, we were informed that to achieve optimum results, fresh stem cells must be injected (in the buttocks) within two hours from its harvesting from the donor fetus. So getting the FCT infusion right there in the clinic in Germany was far better than having the injectables flown from Germany or elsewhere and get the infusion in Manila, travel time obviously reducing the stem cells efficacy or potency. More importantly, seven months ago, there were NO clear Philippine regulations yet governing FCT, due to its infancy, to give us some level of reasonable comfort and assurance. On the other hand, the procedure in Germany we were told adhered to strictest German standards imposed by the German government. These regulations even cover the growing and maintenance of donor sheep and the harvesting of stem cells from 18-week old fetus under clinical control and conditions. And specific success stories were many.

And more importantly, we were in a desperate mode due to the continuous decline of Beths kidney conditions. As preparatory steps, Beth went through a series of tests which were screened and studied by her doctors in Manila and even through German doctors in Villa Medica in Edenkoben who had to make the final decision whether she was qualified to get the treatment. Even her Nephrologist who happens to be also a family friend and a known kidney transplant surgeon at the National Kidney Institute recommended that we try FCT. That sealed our decision.

So, off we went to Germany last November, 2012. Of course at great expense. (Treatment costs EURO 15,000 or about 830,000 PHP ) But nonetheless. AFTER 7 MONTHS Today, seven months after the treatment, and in contrast to the sketchy stories surrounding the cases of my friends ERICO, LOLOY and BEBOT as reported in the media, our own testimonials of the FCT at VILLA MEDICA are a bit different from those horror stories. I also personally met and discussed with others who themselves went to the German facility for FCT and our testimonials coincided.

MANILA, Philippines -- The Food and Drug Administration has asked hotels to guard against allowing stem cell therapy to be performed in their premises.

FDA acting director Dr. Kenneth Hartigan-Go said hotels may be held liable for guests found performing or undergoing stem cell therapy in their rooms.

Go pointed out that performing medical procedures like stem cell therapy in a non-health facility is illegal.

Under Republic Act 9711 or the Food and Drug Administration Act of 2009, violators face a fine of up to P500,000 plus closure of the establishment and jail terms.

In FDA Advisory 2013-012 issued May 15, the agency warned the pubic against "receiving unapproved stem cell preparations in non-health facilities."

"Patients who might receive stem cell preparations and therapy without prior FDA-Department of Health approval run the risks of contracting infectious diseases and severe complications which may lead to permanent disabilities, physical deformities, serious iatrogenic harm, autoimmune diseases and worst death, and without the benefit of health insurance coverage," the advisory said.

FDA urges hotels to guard vs stem cell therapy

Hospitals offering stem cell therapy have until Aug. 31 to seek or renew their accreditation from the Department of Health (DOH), a Palace official said Friday.

For the information of the public, the DOH is accrediting hospitals for this kind of treatment, and come Aug. 31, these hospitals should file their accreditation requirements (with DOH) for them to continue to offer this treatment, said deputy presidential spokesperson Abigail Valte.

The government is eyeing stricter regulation of hospitals offering stem cell therapy amid speculations that the recent deaths of three politicians were due to the xenogenic (animal-based stem cell) treatment they had received in Germany last year.

Dr. Leo Olarte, president of the Philippine Medical Association (PMA) and spokesperson of the Philippine Society for Stem Cell Medicine, said the groups were still trying to determine whether the politicians had died due to their illness or due to hypersensitivity reaction from the xenogenic stem cells.

Last week, the PMA also warned of a possible scam involving German doctors coming over to perform stem cell therapy on patients in five-star hotels at around P1 million per shot.

Valte echoed a similar warning from the DOH against doctors offering the procedure in their clinics, saying that hospitals, not (individual) doctors, nor stand-alone clinics, are the ones being accredited.

Not a cure all

The Palace official also cautioned the public against claims that stem cell therapy was a cure all (for diseases).

There is no treatment that will cure all of your ills. Much less your love problems, Valte said.

And for the sake of finding answer, House leaders intend to consult with medical experts about the issues surrounding the procedure. Speaker Feliciano Sonny Belmonte Jr. admits lawmakers need an expert opinion before they take any legislative action on reports about the negative effects of the expensive treatment. At this point, we have absolutely no basis to say that it was wrong (or) it wasnt wrong (or) it should be regulated, it should not be regulated, Belmonte said. Belmonte issued the statement after the Philippine Medical Association (PMA) said it is looking into the recent deaths of three politicians, who died after receiving xenogenic treatment in Germany. PMA president Dr. Leo Olarte said his group is still trying to find out whether politicians died due to their illness or due to hypersensitive reaction from animal-based stem cell treatments they received. On Monday, Belmonte revealed that Camiguin Rep. Pedro Romualdo underwent stem cell treatment in Germany before he died in April due to pneumonia. Incoming Bohol Rep. Aris Aumentado also admitted his father, the late Bohol Rep. Erico Aumentado, had undergone similar treatment in September before he died last Christmas, also due to pneumonia. We are still awaiting the word of the experts and the medical experts, not political experts on how, if anything, is demanded from us, Belmonte said. Olarte, who is the spokesperson of Philippine Society for Stem Cell Medicine, cited initial information that the politicians received stem cell therapy that used sheeps. He reiterated that receiving animal-based stem cell is dangerous because it may trigger complications such as graft versus host reaction. The expert advised Filipinos and public officials to choose autologous adult stem cell treatment, which is derived from the patients own blood, bone marrow or fat. Last March, the Department of Health (DOH) has restricted hospitals and other facilities from using genetically-altered cells and tissues of human in carrying out stem-cell therapy and treatments in the country. Health secretary Enrique Ona added their department also prohibits the use of umbilical cord, fat-derived human stem cells, and live animal stem cells for the conduct of the procedure locally.

ONA released Administrative Order (AO) 2013-0012, which seeks to ensure the safety of people who want to undergo human stem cell and cell-based therapies.

THE Davao Adventist Hospital is now offering services for autologous stem cell therapy.

Marketing officer Kim Endrei Go said the therapy is the first in Davao City and an alternative treatment for degenerative diseases of joints and bones caused by sports injuries and chronic pains.

Go said the treatment allows the patient to continue the normal routine even after the treatment. He said the therapy is non-surgical and has a healing period of only three days.

The modalities in extracting stem cells in the therapy are either through the Platelet Rich Plasma (PRP) and through Bone Marrow Aspiration Concentrate.

Go said autologous means that the stem cells will be extracted from the patient himself and will be regenerated through an equipment.

The hospital uses the Harvest technologies from the United States which introduced the SmartPrePtm2.

SmartPrePtm2 is used to redefine platelet concentrate systems. Its latest innovation will further expand and enhance the use of autologous bioactive proteins as well as help optimize the condition for healing.

Go said that the therapy session depends on the severeness of the patient's condition. He added that most patients had 3 sessions but some had once or twice.

He said the technology was first practice in their Cebu branch and is now adopted for Davao. He said that in Cebu there about almost 90 treatments since November last where it was launched.

Each session costs P80,000 where about 60 cc of platelet and stem cells will be collected from the patient.

The trial involved injecting stem cells directly into the damaged parts of the patients' brains, with the hope that they would turn into healthy tissue or "kick-start" the body's own repair processes.

Frank Marsh, 80, one of the nine patients taking part in the trial at Glasgow's Southern General Hospital, told the BBC he had seen improvements in the use of his left hand.

"I can grip certain things that I never gripped before, like the hand rail at the baths, with my left hand as well as my right," he said."It still feels fairly weak and it's still a wee bit difficult to co-ordinate but it's much better than it was."He added: "I'd like to get back to playing my piano."

His wife Claire said: "He had reached a plateau and wasn't really improving (after his stroke). But following the operation he is able to do things he couldn't do before, such as make coffee, dressing, and holding on to things."

The study involved patients who suffered strokes some time ago and had shown no signs of making any further spontaneous improvement.

Prof Muir said the results were "at the present time not what we would have expected in this group but far from being able to say whether it's something specifically related to the cells".

He told BBC Radio 4's Today programme: "We know that some of the cells will survive and potentially turn into relevant tissue. We also suspect that a large part of what we do is kick-starting repair processes that are already present in the body.

"So there's probably a mixture of things going on. Quite what it is that's happening in the patients, we won't know for some time to come."

Stem cell therapy 'shows results'

Italian lawmakers on Wednesday gave their final approval to a law that allows limited use of a controversial type of stem cell therapy which has been condemned by many scientists but has given hope to families of terminally-ill children.

The law gives the go-ahead for therapy being carried out by the Stamina Foundation on dozens of patients to continue, and allows for an 18-month period of clinical trials for the procedure, which had previously been blocked by Italian authorities.

The bill was amended from an earlier version and states the therapy must be carried out under regulatory oversight and using cells made according to the Good Manufacturing Practice (GMP) which the Stamina Foundation has not adhered to.

The Stamina Foundation says its treatment is based on mesenchymal stem cells and could treat diseases like spinal cord injury and motor neurone disease.

But leading scientists have warned that there is no evidence to suggest the treatment could work and no way to know that it will not cause harm.

Umberto Galderisi from the University of Naples and president of Stem Cell Italy, is among critics of the bill.

He said the clinical trials would "never have been allowed" if scientific accepted practice had been followed.

"This is legislating on the basis of public opinion. It means exploiting suffering. Patients are not lab rats," he told AFP, adding there were "no scientific certainties" the therapy could work.

"We do not want Italy to become one of those countries like China or Ukraine where there are untested scientific trials," he said.

Patients lobbied for the therapy to be given the go-ahead, receiving support from various celebrities including actress Gina Lollobrigida.

MANILA, Philippines Host-actress Kris Aquino explained that one of the reasons she is going on temporary leave from showbiz is because she wanted her eldest son, Josh, to undergo stem cell therapy.

During her morning talk show on ABS-CBN, Kris TV, on Tuesday, Aquino said she is considering three options for the treatment of Josh, who is a special child.

The first option is for Josh to undergo treatment in Europe, where live animal stem cells are used.

Aquino said her second option is to avail of a new treatment in Singapore, which involves the use of fat-derived human stem cells.

Meron daw sa Singapore na kinukuha daw sa nanay yung stem cell. Parang manggagaling sa fat ng nanay, kasi yung fat ng nanay ang pinaka-highly concentrated yung stem cell, doon, she said. So kukunin either sa hita daw o sa tiyan ng mom, tapos ita-transfer doon sa anak.

Meanwhile, Aquino said her third option is to go to The Medical City in Pasig.

May pangatlo pa being done in Medical City naman now. But that study will be done in July. Yun naman, galing sa bone marrow. Medyo masakit daw yun talaga kasi imagine, bone marrow extraction, she said.

AGOO, La Union, PhilippinesThanks to the wonders of science, the oldest candidate in the May 13 senatorial election has managed to keep up with the grueling campaign.

So far, 78-year-old former Senate President Ernesto Maceda said Friday, he has not gotten sick despite a tough campaign schedule that usually requires him to travel from one province to anotherall thanks to the stem cell therapy he got for P600,000 at a medical facility in Germany in March last year.

I am now convinced that my stem cell therapy is effective and thats the reason why Ive been able to keep up with the rigorous campaign schedule, he told reporters before climbing the campaign stage at the Eriguel compound.

Maceda said the therapy was relatively cheap, noting that it would have cost him around P2.5 million if he had it in the Philippines. And it was worth it, he said.

I feel 20 years younger, he said.

Maceda joined a growing list of aging politicians who have resorted to stem cell therapy. They include Senate President Juan Ponce Enrile, 89, and former President Joseph Estrada, who celebrated his 76th birthday Friday.

Responding to a question by a TV reporter, Vice President Jejomar Binay said he does not need it yet.

The UNA campaign schedule is no walk in the park.

During todays first session of the Second International Vatican Adult Stem Cell Conference, scientists, doctors and patients had an opportunity to share not only the advances in adult stem cell research, but also the potential it has to transform modern day health care.

The ethical debate on the use of embryonic stem cells has, according to Dr. Robin Smith, stifled the advances made in adult stem cells, which are derived from adult tissue samples. Dr. Smith serves as president of the Stem for Life Foundation as well as CEO of NeoStem, a leading developer in cellular therapy.

Stem Cell Therapy, especially using cultivated adult stem cells , can be used to regenerate dying tissue in the body of a person suffering debilitating diseases, such as Alzheimers, Parkinsons, or Multiple Sclerosis (MS).

In just 17 months, we have seen stunning advancements in leukemia treatments.

The work in stem cell research has only begun to be understood. The last conference did not have panels that discussed the benefits of cellular therapy on MS and diabetes. Dr. Smith stated that in the United States, $245 billion is spent on managing diabetes, which can cause blindness, stroke and amputations which is only getting worse.

Cellular therapy has the potential to rewrite the history of this disease, she said. Adult stem cells is something we can all agree upon; they are ethically pure. We can grasp whats inside of us and introduce them into the body.

The purpose of the conference, she concluded, was meant to inspire change and to promote the truth and promise behind stem cell science. We hope to show that you no longer have to choose between science and faith.
